Steven Hayward

Steve Hayward is Bradley Fellow at the Heritage Foundation in Washington, D.C. and a Senior Fellow with the San Francisco-based Pacific Research Institute. Before joining the Heritage Foundation, Dr. Hayward was Vice President for Research at the Pacific Research Institute. He also served as Director of the Golden State Center for Policy Studies (1987-91), a Sacramento-based division of the Claremont Institute.
- Dr. Hayward has published numerous articles and analyses of growth management policies, including studies on economic growth, housing, impact fees, traffic congestion, the environmental and fiscal impacts of growth management, and an evaluation of the effects of urban service areas as part of Florida's growth management policy.
- He has also published dozens of articles in numerous national publications, including Regulation, Policy Review, Reason Magazine and National Review. His editorials have appeared in the San Francisco Chronicle, the Sacramento Bee, the Los Angeles Daily News, the Chicago Tribune, Washington Times, Cleveland Plain Dealer, and dozens of other daily papers.
- Steven received his B.S. in Business and Administrative Studies from Lewis and Clark College in 1980, his M.A. in Government from the Claremont Graduate School in 1984, and his Ph.D. in American Studies from the Claremont Graduate School in 1996.
